cannot configure block simple clock on Moodle 4.1

      On a new Moodle installation of Moodle 4.1.1 block_simple_clock shows the default settings correctly.

      However the block cannot be configured via the cog menu "configure clock block". The menu entry redirects me to the error 

      Coding error detected, it must be fixed by a programmer: out_as_local_url called on a non-local URL
