Hello, I'm seeing a consistent issue on my site where responses for Scale Rate questions disappear after time. I can't figure out if it's happening when courses are hidden, or when students are suspended from a course. I've tried unhiding a course and un-suspending student but the data does not return of Scale Rate questions. I wasn't seeing any related trackers or traction in the forum (https://moodle.org/mod/forum/discuss.php?d=442204) about this issue, so I figured I'd try a bug report. 

Background: 

I have an issue where students have been taking surveys all year, eventually have had their enrollment suspended in some classes, and now when we go back to download the data from those classes, there is no data for any of the Rate/Scale questions, but all of their remaining responses for other question types are still there. All questions were set to Required. I am not sure if the data disappeared (just for those questions) since the student was suspended in the class or when the class was hidden, but setting them back to Active and unhiding the course didn't make the data come back). 

When I enroll a new test student and take the survey, I see the data, which exports with a 3 / 2 / 1 vale depending on what bubbles they chose.  The exported the data for the other students show "answer" values like 49 / 50 / 51, but not the 3 / 2 / 1 that is expected for the scale. So it isn't exporting "blank", but when viewing individual responses in Moodle it does appear that all bubbles are not selected for these previous students.

Goal is to find the original response data if possible.
