The 'completion progress' block won't show course-completion overview on dashboard for all course:

even after following routine of making a block site-wide available and "sticky"

How to reproduce:

setup a vanilla Moodle instance (had same result with 3.9.17 and 4.0.4)
install the 'block_completion_progress' plugin (my test-infrastructure is on docker, so I install it as a submodule)
create some test-data:
create a bunch of empty courses
