Just to make sure that we are seeing the same, I am attaching a screen snapshot.

1. There is no reason to have such a big empty space for issue description. The cell could close right after the actual text.

2. The comments should be shown by default, without having to click "show comments". I am not sure we even need an option to hide comments. Actually, yes, when the issue is closed, the resolution field could be shown instead of comments and all comments shown only when requested. Actually, the rule should consider both status and whether resolution field is empty or not.

3. Comments would be better shown immediately following the description not below other items.

4. The section to add watchers seems at odds with all other "add" options. I mean it follows a different logic: it is shown separatelyfrom others and it is shown right away (without having to click "add watchers")

5. Why is the reporter shown and counted as watcher? True, a reporter is an implicit watcher, but only explicit watchers should be shown.

6. The box "Cced" should be relabelled to "Watchers:" or "Number of watchers:" The assignee and reporter should not be included there.

7. The action links (Show history - Show watchers - Show comments - Add a comment) could be placed in the same cell as "turn editing on" on top, so they are always in sight when the issue is first shown.
