Update Lock Settings and Fix Inverted LockOnJoin Logic

      The configuration for LockonJoin, LockedLayout and LockOnJoinConfigurable setting need to be changed to reflect changes made in newer versions of BBB. The logic and language string of lockonjoin need to be reworked to remove the inverted logic
