Add option to allow teachers to edit or not the welcome message

      Some administrators want to force the welcome message used in all the meetings. This means, not letting teachers to edit per room.

      A global welcome message through settings was implemented as part of CONTRIB-7845 but, this feature should be aligned to the others where the administrator has the option to allow teachers to edit or not the default value.
