with Moodle 3.9.1+ and mod_game 2020-08-19 (2020081901) millionaire game doesn't find any questions from a course category.

steps to repeat:

1. Add two multiple choice questions to course category
2. Check question bank and confirm that there are two questions created.
2. Add new millionaire game -activity to the course
3. Notice how "Select question category" displays 0 questions per category.
