Remove filter_geshi plugin from moodle.org/plugins

      The underlying library GeShi is no longer maintained and had the last stable release in 2012.

      Looks like the way to go these days for code highlighting is to use JS libraries - eg highlight.js (and https://moodle.org/plugins/filter_syntaxhighlighter ).

      Nobody was interested in the maintenance: https://moodle.org/mod/forum/discuss.php?d=394801
