Following up CONTRIB-7970, the removal of the includes in lib.php induced changes in locallib.php. 

One is that the curl function required before in  bigbluebuttonbn_wrap_xml_load_file_curl_request was not found anymore.

I changed a couple of obvious dependencies in locallib.php rerun all tests, but CONTRIB-7970 might have had some unwanted effect in other parts as the locallib.php is also included in many files and some of them might rely on the core libraries to be included locally.
