Remove automated block creation or make it optioal in Course Format Topcoll

      It would be nice, if the Topcoll format would not populate the course with blocks by default. We do not need them and removing them manually is a bit tedious, especially if courses are created in bulk by list upload.

      Can the block be omitted or their creation made optional?
