Currently, if you try to save a draft of a quickmail, and you have no recipients selected, you get the error message, "There are no users you are capable of emailing."  This is incorrect.  The real problem is that it won't save a draft if there are no recipients selected.  (Personally, I prefer to not select recipients until I'm ready to send, but that's just me.)

So, the point of this item is to simply change the message that currently says "There are no users you are capable of emailing." to "You must select a recipient in order to save a draft."
