The Progress Bar can be added to a course page or the Dashboard. Unfortunately, to add it globally to the Dashboard, blocks have to be added to the Front page first.

There is a case that the Progress Bar could be added to the Front page if it acts in the same way it does on the Dashboard, assuming the user is authenticated.
