The GPLv3 requires that all binary files (such as your upload/Moxie.swf or Moxie.dll inside the upload/Moxie.xap archive) must be distributed together with their source code files, allowing the user to recompile the binary file, or there must be attached a clear information of where such source code is available. I did not find such information.
