When you export a course with a certificate instance and when you import this course into a different moodle then certificate looses its pictures for the border, the watermark, the signature, and the seal. The exported certificate is not complete.

I tried to get the missing files from the settings but on the page mod/certificate/upload_image.php you can only upload the pictures and you will never get them back.
