Currently you can define who can be recipient of conversation by the ability "mod/dialogue:receive".

But if you need to deny student-to-student conversation and deny that ability from student role, then teachers can not start conversation with students either.

In earlier versions of the plugin, there was this sort of option and teachers got used to it.
