Moodle 2.8.2+, mysql, apache2, debian jessie.

i recently set up flat file enrolments until i can configure ldap sync.

When testing i can see the x to delete enrolments in the method column as the site administrator.

None of the individual course managers can see these and therefore can only remove the role which leaves the course visible to the student.

I have edited user role permissions to tick the boxes to allow manual unenrolment and management but the course managers see no change.

How can i give manual enrolment permissions to flat file enrolments? I have given users manager/course creator/teacher permissions and defined each of those roles to have manual flat file removal.
