Coding error detected, when trying to view the users who are answered for the question, when none users connected.

The following error message is displayed.
"Coding error detected, it must be fixed by a programmer: moodle_database::get_in_or_equal() does not accept empty arrays" .

Please fix or provide solution for the issue as soon as possible. so that we can move or moodle site to production. This is only the bottle neck for us.
