New module (IPAL -- In-class Polling for All Learners)

      This module allows Moodle to support in-class polling/"clickers"/"Peer Instruction"/concept quizzes/anonymous surveys/etc. I request that the module I have created be examined and then recognized as a Moodle plugin. The code for Moodle 2.7 and 2.8 can be found at https://github.com/wjunkin/moodle-mod_ipal/releases. The code for Moodle 2.2-2.6 can be obtained at http://www.compadre.org/ipal/webdocs/Plugin.cfm.
      Students can respond using any web-enabled device. In addition we have written an App for the Android smart phone (available from the Play Store https://play.google.com/store/apps/details?id=com.ipalandroid) and an App for the iPhone and iPad (from iTunes https://itunes.apple.com/us/app/ipal/id873943119?mt=8). Both are free.
      Questions are obtained from the standard question bank, so any questions used in iPAL can be used in quizzes and vice versa. The IPAL module allows teachers to create questions. Also, they can import ConcepTest questions provided by Harvard Physics Professor Eric Mazur for the Introductory Physics course. The module has been used several years by many schools and we would now like to get it recognized by Moodle. The code has been checked with the Moodle local_codechecker and local_moodlechecker utilities and no errors were found. We have a Users Guide and will be happy to provide additional documentation, descriptions, screen shots, etc.
      What steps should we take next?
      Is this the correct way to submit a new Moodle module?
