It appears as if there is a Java error in the theme, as indicated by spinning circular arrows and object placeholders. The result is that when the Essential Theme is applied to a single course, in Administration, Edit Settings, Courses, the General Settings are displayed, but the Expand all, and all other setting category links are dead. Not sure if this problem is related to docking of the Administration Block, or if the problem is attached only to less-powerful users.

Other themes allow access to all course Settings as we expect, so the problem appears to be limited to the Essentials Theme.
