I have a course with groups and a non editing teachers enrolled in the course.
I log in as the non editing teacher and open a checklist assignment.

If I am part of a group, I see only the students that are part of the group.

If I am not part of any group, then I see all the students enrolled in the course.

I would expect that If I am not part of a group I should see non of the students.
