With debug messages displayed, certificates without a grade attached will present a "Invalid argument supplied for foreach()" message, which prevents PDF download ("TCPDF ERROR: Some data has already been output, can't send PDF file").

I'm working with certificate 2013102300 on Moodle master, but would expect it to apply on other Moodle versions.
