Don't shoot the messenger re IE8

In the Drag and Drop onto Image question type (qtype_ddimageortext), the outline of the marker does not appear during the creation of the question. It does appear in Chrome and FF. Does not appear to be a theme issue.

Steps:

• Create new question (qtype_ddimageortext)
• Upload image file as background
• Add appropriate text to Markers
• Select appropriate Marker in Drop Zone section
• Choose Circle, and add co-ordinates.
• Marker text appears but not the circle.

(Same for square and polygon)
