Prevent direct use of iconv

      In send_package(), can you explain why you are converting the data from UTF-8 to ASCII? I assume that you would lose many funky French characters for éxàmplç by doing so.

      Beside, this should be using our text_lib (see lib/textlib.class.php, which name has just changed in 2.6-dev!) because iconv is not a requirement for Moodle.
