Image Links Broken in Journal

      1. Create new Journal object to course
      2. Insert picture to "Journal question" field by uploading a file
      3. Save Journal and see created object - pictures are missing

      When you view the html source you see the image source is @@PLUGINFILE@@

      This issue has been reported previously and marked "resolved" for Moodle 2.0, but seems to have re-surfaced in Moodle 2.2.3
