Missing blocks on the front page in Moodle 2.4 if plagiarism/crot is enabled

      After upgrading from 2.2.9+ to 2.4.3+, the blocks on the front page were completely missing.

      Disabling the plagiarism/crot plugin made the blocks re-appear.
