Currently the Workshop module assigns reviewers to all submissions at once. There is an option to exclude reviewers if they have not submitted the assignment. I propose a different option to only consider reviewers if they have a successfully reviewed assignment, i.e. the potential reviewer's submission has been assessed and has passed a particular score. Initially the instructor would assess the first few submissions. Subsequently those students would be able to assess more submissions. A reviewer would require one instructor passing grade or a designated number (e.g. 4) passing grades from peers before being allowed to rate the work of other students. This could be called "cascading peer review." It would be especially useful in large classes.
