i know that all wiki data is user data, so cannot be transferred easily without admin permissions, but is it also the case for template files?

Not transferring the template means that backup and restore basically isn't an option (it will only give you a blank wiki, same with duplicate btw) and you need to manually create all wikis again in new course to apply template file.

is this a bug?
