It is good to have sent a reminder message for each nonparticipant user when a particular event is finished. Only once a reminder message should be sent. This is useful for activity events in the calendar (e.g. assignments, quiz etc.), because if some user has forgotten to participate to an activity, he/she still be able to complete it by reminding it, only if that activity allows.
