JCW file import: problem with non-ascii characters in response.

      This looks similar to CONTRIB-3431. When importing a fully functional JCW file (it works as a stand-alone HTML) in Moodle (mod_hotpot v3.0.43), the questions containing responses including French words with accentuated characters (for instace, "é") are not displayed.
