I think it is useful that users in all roles receive reminders about events, particularly in small sites. However it might be useful to allow the system to be configured so that only users with specific roles (such as students) receive reminders.

This setting should be based on the roles defined in the "role" table, limited to roles that are applicable to courses, as defined in the "role_allow_assign" table.
