Topic 0/General showing Moodle Auto-Format even though HTML is default

      I open up a brand new course and edit the Topic header for Topic 0/General. The Summary section is set to Moodle Auto-Format even though I have the default profile option set to HTML Format. I then go into Topic 1 (or any other topic) and the HTML option is selected and the TinyMCE editor appears as it should.
