After upgrade to 2.3, Rocket will only show logo and banner in designer mode. Neither image show when not in designer mode. I have cleared all caches, and tried changing back to default logo but nothing works.

On a linux debian server.
Upgraded to Moodle 2.3. Added Rocket theme back in after upgrade as it would not upgrade with theme in place. Could not see custom logo or banner. Switched to default logo. Still nothing showed. Switched to Designer Mode - both logo and banner show up just fine. Turned off designer mode - images disappear again. Tried deleting caches (both theme cache and all server caches) and then even deleted cache folder in moodledata. Still no images. Cleared all browser caches. Still no images.
Turn Designer Mode back on and images show up immediately.
