After upgrading to Moodle 2.3 beta today I recieved the above error on 3 modules one of those being journal.

The module journal does not define the standard capability mod/journal:addinstance
line 3429 of \course\lib.php: call to debugging()
line 1907 of \course\lib.php: call to course_allowed_module()
line 1774 of \course\lib.php: call to get_module_metadata()
line 628 of \course\format\renderer.php: call to print_section_add_menus()
line 52 of \course\format\topics\format.php: call to format_section_renderer_base->print_multiple_section_page()
line 264 of \course\view.php: call to require()

This occurs with debugging on in the header area and in after News in every course whether it has a journal or not. This is happening for 3 modules; Equella, Journal & Hotpot (hotpot fixed with updated plugin)
