The permissions allowing users to Edit or Delete report entries and comments currently appear to have an "all or nothing" approach - you can either edit/delete everyone's entries, or nobody's. There doesn't seem to be a way to allow a user to edit and delete their own entries, while not allowing them to do so to other people's.
