The reason for (and benefit of) this request is that the Block can then be set to appear on every Course page (similar to Sticky Blocks in Moodle 1.9).
This would allow Students on a site to Rate any/every Course, and stop the Teacher/Facilitator from removing the Block.
Obviously this is not a behaviour that all Moodle site would wish to implement!
However, if it's not added to the Front Page then it wouldn't work in that way, so there would be no drawback to the original intended 'course by course' functionality.
