This is a record of a function removal.

I am going to remove function mod/hotpot/report.php::hotpot_get_report_users() from the HEAD as a part of MDL-14684 resolving. It is not called from anywhere in the code and it does not work at the moment due to missing $cm. If you need to use this function in new code, please rewrite it so it uses new groups API and has proper interface.
