Save without submitting for File Response question type does not display uploaded file

      Add an "essay field" to the question. When the student uploads a file, types something in the essay field and selects "Save without submitting", the uploaded file is visible to the student.

      For a "File Response" question type, the uploaded file is not displayed and is not saved if a student selects "Save without submitting".
