When calculating current system time the current daylight savings offset is not taken into consideration.

Attached patch addresses this.

Steps to reproduce:

1. Set your local timezone to America/New_York.
2. Set the Moodle instance timezone to America/New York.
3. Install the block.
4. Verify that your local and system times match.
