If a student is given permission to 'view reports', but not 'edit checklist', 'preview checklist' or 'edit other', then the tabs display incorrectly ('view checklist' is missing).

Also, they have access to view / update individual checklists and add comments, which should be controlled by 'edit other' permissions.
