This includes the following fixes:

1. ousearch system fails to install when oublog is already installed (fatal error caused by forgetting to include library)

2. comment logic changed for course blogs - if a post has 'logged-in users', or higher, visibility, then any logged-in user can comment on the post - regardless of what group they are in or if they're on the course or not. (I.e. those people can already view the post, it was annoying that previously you had to be a course member to comment.)

3. search.php fixed debug warning

We might add other fixes under this bug later.
