The Moodle Question Import page allows a user to import a Word file either from the users local file system, or from the files area of the current course. If the user selects a Word file from the files area, then that Word file can be imported once. However, as part of the import process, the Word file gets over-written with a Moodle Question XML file containing the questions from the Word file. If the user tries to import the same file a second time, specifying the 'wordtable' format, then it fails, since the Word file is no longer in Word format.
