Problem: A student fails to submit an assignment through Moodle for whatever reason (claim site was down, they were late, etc) and they have instead given the faculty member an email attachment or otherwise made it digitally available to the teacher without using Moodle. Using the Tii web portal, teachers had the capability to upload an arbitrary file for Tii submission, assigning it to a particular student and faculty still would like that capability using the Tii moodle patch.

Proposed solution: This "problem" seems to me to be a fair bit of work to integrate well into Moodle, but faculty have expressed their wishes on this topic, so I thought I would at least record it here. Perhaps it would be easier than I would think. I'm not sure what all parts of the code would be affected.
