Enable preloads to added/remove while the meeting is 'open'

      Whiteboard preloads can only be unloaded or deleted before a meeting is open or after it is closed.

      Since our meetings are normally open for the length of the course. So the preloads could never be uploaded or deleted.

      Not sure whether anyone else would want this...

      Just removed the hasStarted etc restriction from the display.
